Make golf carts and UTVs legal in Gardner, Kansas

The Issue

I have always enjoyed the convenience and enjoyment that my Utility Task Vehicle (UTV) brings to my daily routine. Living in Gardner, Kansas, I find myself limited in how I can use my UTV, particularly when trying to run errands or visit friends within the city limits. The current restrictions on operating golf carts and UTVs on city streets mean that I, along with many other residents, must rely on traditional vehicles, which can be frustrating and inconvenient.

Gardner is a vibrant community where many residents appreciate the flexibility and compactness of golf carts and UTVs. These modest vehicles offer an eco-friendly alternative to cars, reducing carbon emissions and traffic congestion, which aligns with modern sustainability goals. It is worth noting that many other cities in Kansas and across the United States have already embraced this change, recognizing the benefits of allowing these vehicles on city roads. It is time for Gardner to join them.

According to a report by the American Council for an Energy-Efficient Economy, small vehicles like golf carts emit significantly fewer pollutants than traditional cars. Moreover, they are less expensive to maintain and operate, making them a practical choice for short urban commutes. The safety and efficiency of UTVs have improved greatly over the years, with many models equipped with necessary safety features making them road-ready.

To ensure this transition is smooth and maintains the safety of all road users, we propose implementing specific guidelines for UTV and golf cart use within the city. These could include requiring safety features such as lights, mirrors, and seat belts, and designating speed limits and specific routes or areas where these vehicles can operate. 

Further more the city is missing out on so much potential revenue by not allowing golf carts and UTV’s on city streets. By implementing a permit system it allows the city to hold operators accountable for misuse and misconduct of this privilege.


By adapting our regulations and allowing the use of UTVs and golf carts within the city limits, Gardner can enhance the quality of life for its residents. This shift will offer more transportation options, promote greener living, and uphold the community-oriented spirit of Gardner.
