Subject: Urgent Request to Authorize E-Petition e-6546 – FTHB GST Rebate Amendment

Dear Hon. David McGuinty,

I am writing to express my strong support for *E-Petition e-6546*, initiated by me, and to respectfully urge you to authorize its publication as soon as possible. This petition calls The Minister of Finance, The Honorable François-Philippe Champagne and The Prime Minister of Canada, The Right Honorable Mark Carney, to amend the eligibility criteria for the First-Time Home Buyer GST rebate so that it is based on the closing or possession date of the home, rather than the purchase agreement date, to ensure fair, compassionate, and consistent support for all qualifying first-time buyers.

Currently we have more than 1500 supporters on change.org who are suffering from this unjust ruling of First Time Home Buyers' GST Rebate only eligible to people who signed their Purchase and Sales Agreement Past 27-May-2025.

The Government of Canada's Department of Finance announced a GST rebate for first-time home buyers on newly constructed homes to improve housing affordability. However, the current eligibility criteria are based on the date the purchase agreement was signed, rather than the date of closing or possession.

This has resulted in many first-time buyers of pre-construction homes being unfairly excluded from the rebate, despite the fact that they have not yet received possession and will pay GST at the time of closing—just like those who do qualify. In many cases, buyers of the exact same home model, with the same or later closing dates, qualify for the rebate simply because they signed their agreements after the announcement. This creates a significant inequity in the policy’s implementation.

The current rule punishes early buyers who acted in good faith and trusted the housing policies of the government. It has led to serious financial and emotional strain on young families and permanent residents who committed to long-term investments based on the promise of fairness and affordability.

We request The Minister of Finance, The Honorable François-Philippe Champagne and The Prime Minister of Canada, The Right Honorable Mark Carney to amend this policy to use the closing date as the eligibility benchmark. Doing so will restore confidence, uphold the integrity of this relief initiative, and prevent further damage to the lives and futures of countless honest, hard-working Canadians.
