The Usmanpur sterilization centre in East Delhi was visited by caregivers Shakul, Abhishek and Monika. Shakul (M-+919136333861) had earlier reported about a horrifying case where four and half month old pups were picked up for sterilization and one of them was seriously ill post surgery with his genital area swollen and blood oozing from of it.

They together went the next day to inspect the centre but as it would be they were denied permission to enter. Shakul instantly called Ambika Shukla and she without losing any time spoke to the MCD officials and got the caregivers entry into this notorious centre. Ambika Shukla is an animal rights activist and the Director of Sanjay Gandhi Animal Care Centre. She not only works relentlessly for the animals but also for the caregivers. She has always come to the rescue of helpless caregivers who many times don't know what to do when they and their dogs are being abused, tortured and harassed by their own neighbours and their RWA. Her phone constantly rings and she never gets tired answering them.

She has spoken to the Usmanpur centre and and asked them to adhere strictly to the ABC norms.

Shakul and his team found a thin, skinny and malnutrition dog who had been sterilized in the centre. Also a lactating mother of two and half month old puppies had been sterilized by the centre.

Isn't all this criminal? What has the centre got by sterilizing a mother who could easily feed her babies for few more days that too in this freezing cold? The pups are not cared by we humans and the food which they could get from their mother has also been snatched from them. 

Sick dogs, lactating mothers, pregnant dogs, old dogs and young pups should not be sterilized but the MCD just doesn't bother about all this. For them and centres like Usmanpur dogs are just a number. They just have to show the number of dogs sterilized in their files. How many die or survive post sterilization is none of their business. They just don't care. It's the caregivers like Shakul who raise their voice and take time out to visit such killer centres.

MCD is the monitoring body but are they doing their duty with full sincerity. If the answer is yes then lactating mothers, small pups and malnutrition dogs would never undergo surgery. Unfortunately the ones who require surgery are waiting and the ones who don't are forcefully picked up and sterilized. This is the random way of pick and choose which is the norm being followed by the MCD ever since the ABC program started in Delhi and they are still busy following the same practice. Who is benefiting by this unscientific and random approach only God knows. Because neither the dogs of Delhi are benefiting nor the caregivers who take care of them. 

When will the MCD create awareness about the ABC programme and bring collaboration between colony caregivers and their respective sterilization centres. Why don't they connect the two? I just fail to understand. 

Leena Sharma a lawyer, a caregiver and an animal rights activist also visited the Usmanpur centre with other caregivers of East Delhi and this is what she had to say:

"On 16.12.2020, I visited usmanpur sterilisation centre for east delhi with Punita Sharma, shakul bhalla, devesh, baljeet, balvinder, arpit and priya.
We have talked to dr.ravi and dr ghanshyam.

2. Stay alert as there are mcd Van's relocating the babies on the request of nasty people. Take their nos and phone nos of the drivers even if they are not picking the babies"

The second point mentioned by her is quite alarming. Dogs getting relocated that too by MCD officials is so shameful. No wonder the MCD only creates awareness about rabies and not the ABC program and dog rules.

Should MCD continue with the ABC program? Do they deserve to be the custodians of dogs of India? If the situation of ABC program is so dismal and sick in the capital of India then one can well imagine what it must be like in the rest of India.
