

It's a real shame that Delhi was one of the first cities to implement the ABC (Animal Birth Control) programme but except a handful of caregivers, majority of the Delhiites neither know about this programme nor participate in it. It's been almost two decades since the dog rules (2001) came into existence but does the Indian population know about it?????
There are hundreds of caregivers in the city of Delhi alone who know nothing about the ABC programme. All they know is to feed the dogs and their babies and when the dog population multiplies they and their dogs are tortured and harassed by the neighbours. And then the caregivers suffer both physically and emotionally and it's needless to say that with more mouths to feed they suffer financially too.
The MCD (Municipal Corporation of Delhi) with the help of NGOs have been running the ABC programme for all these years. They catch the dogs and send it to the NGOs where the dogs are sterilized and immunized against rabies and thereafter released back to its location. They are released by the NGO.
In this entire process there is no involvement of the caregiver.
The MCD often sends it's van without anyone's knowledge. They generally send their van after they receive a dog complaint by the RWA or a dog hater regarding dog biting them, dogs barking at them or dogs chasing them or their children.
This mechanism of picking up dogs (by the MCD) and dropping them (by the NGO) has many times led to relocation of dogs. Imagine a dog who has been recently operated is dropped at a wrong location. Already we humans are so nasty and on top of it the dogs of that area bark and attack this new dog. The life of the dog turns into a hell and he often dies a cruel death. A death which happens due to sheer human negligence. And one which could have been avoided.
Madhu (M- +91-9990274300) a caregiver of Pocket-E, Mayur Vihar Phase 2, in East Delhi has been feeding a female dog and her pups for the last 4 months. She desperately wants to get the mother dog sterilized but she doesn't know whom to.contact. There are two sterilization centres in East Delhi. One in Gazipur and another in Usmanpur. Madhu has been trying to contact Gazipur but they say that she can get the dog herself to their centre as it's difficult for them to provide van. The private dog catchers are demanding money which ranges anywhere between Rs. 600 to Rs. 1500 per dog (one way). This has now become a new trade for many private dog van owners. Not that all are greedy but many of them have started exploiting the caregivers. And the caregivers have no other option but to pay money to these private dog catchers. The caregivers who can afford sending their dogs via private ambulances are doing it but not all can afford so much money.
Madhu's dog is not friendly therefore it's not possible for her to catch the dog and take her to Gazipur. Madhu is suspecting that the dog may have become pregnant again because she is constantly being surrounded by the unsterilised male dogs (pic in the post).
Sumit (M+919717712715) another caregiver of Pocket C, Mayur Vihar Phase 2 is facing a similar situation. He feeds several dogs living near Sanjay Jheel (lake). In the beginning of this month he took two female dogs in his car to Gazipur and got them sterilized. But there is one female dog who is not friendly and requires professional catchers to catch her. His worry is the same as Madhu's. He suspects that if the dog is not sterilised now then very soon she will become pregnant.
Harpal Singh a resident of East Vinod Nagar feeds several dogs in and around his area. His wife too feeds the dogs and takes care of their medical problems. They too are constantly living in fear because they also feel that the two female dogs who had given birth to puppies around six months back will soon get pregnant. They say that their neighbours beat the mothers and their pups and if they deliver pups again then how will they be able to help them and save them? They have no idea how to get the dogs sterilised. And Whom to contact ?
What kind of ABC programme is being run in Delhi???? The people who have identified the dogs for sterilization do not know how to send the dogs and where to send them for sterilization.
The Usmanpur ABC centre in East Delhi has come in news again. It seems the MCD van picked up 4 and a half month old babies and got them sterilised. The babies have been dropped back. In one of the babies the stitches have still not healed and the operated area is badly swollen. Blood is dropping from the operated area and he is not eating anything The caregiver Shakul (M-+919136333861) is very annoyed and this is what he posted on animal WhatsApp groups.

Shakul has written about the serious condition of the dog and shared the mobile number of the MCD Director so that people may lodge their complaint against this centre to the Director.
It's indeed very sad that this is the state of affairs of the ABC programme in the capital of India.
Why is Madhu's dog, Sumit's dog and Harpal's dogs not being sterilised? It is these dogs who had to be sterilised and not the four and a half month old babies, one of which is now battling for life.
Who is responsible for making Madhu's, Sumit's and Harpal's female dogs pregnant again?
Why cant these dogs get sterilised on time?
What is wrong with the MCD? Are the people who plan and implement ABC programme devoid of common sense?
Why doesn't the MCD implement the ABC programme in a logical and scientific manner? Why this random approach of picking up dogs and that too wrong dogs and then dropping them at wrong places?
Why for the last so many years no awareness campaigns about the ABC programme have been done in the city of Delhi? For the past three years only the obnoxious rabies awareness have been done by the municipality which has only led to more fear against dogs and a further divide between man and dog.
The Chief Minister has no time to address this petition but is it not time he thinks about the mismanagement of MCD in implementing the ABC programme? This mismanagement needs to stop.
It's time the councillors, mayor's and commissioners of municipal corporations of Delhi intervene and remove the loopholes in the current system.
The existing system will never help Delhi control stray dog population. Without peoples participation and caregiver's involvement ABC can never become successful. And this applies to the whole of India and not just Delhi.
