Introduce a Government-Funded Nationwide Cat Neutering Scheme to Help End the UK's Cat Population Crisis

I work in animal welfare, caring for cats and kittens as an RSPCA foster carer and volunteering as a Scan Angel, helping reunite lost pets with their families through microchip scanning. Every day, I witness the heartbreaking consequences of an escalating and unmanageable cat population. Abandoned, neglected and stray cats are arriving at rescue centres in overwhelming numbers, while many charities are already operating beyond capacity.

Across the UK, animal rescues face a constant influx of unwanted kittens. Rescue organisations are full, foster carers are at capacity, and many volunteers are forced to make impossible decisions because there are simply not enough homes or resources available.

One of the biggest drivers of this crisis is that many owners cannot afford to have their cats neutered. With the rising cost of living, neutering is often delayed or not done at all. The result is thousands of unplanned litters every year, placing enormous pressure on charities, veterinary practices, local authorities and dedicated volunteers who are already struggling to cope.

The consequences are devastating. Countless cats suffer from hunger, disease, injury, neglect and abandonment. Rescue organisations spend millions of pounds every year caring for unwanted cats and kittens—money that could instead be invested in improving animal welfare if the number of unwanted litters was significantly reduced.

The most effective, humane and cost-effective solution is prevention.

Neutering prevents unwanted litters before they are born. It reduces the number of stray and abandoned cats, improves the health and welfare of individual cats, and eases the immense pressure on rescues, charities and veterinary services.

That is why I am calling on the UK Government to work with local authorities, veterinary practices and animal welfare organisations to introduce a government-funded nationwide cat neutering scheme, providing free or heavily subsidised neutering for those who need it most while making affordable neutering accessible to every cat owner in the UK.

This investment would:

• Reduce the number of unwanted kittens born each year.
• Cut the number of stray and feral cats.
• Reduce the financial burden on charities and rescue centres.
• Improve cat health and welfare.
• Encourage responsible pet ownership.
• Save public money over the long term by preventing the problem rather than continually responding to it.

Many countries and local initiatives have shown that investing in accessible neutering programmes is one of the most effective ways to control stray cat populations humanely. The UK now has the opportunity to take a proactive approach that will benefit animals, communities and taxpayers alike.

This campaign is deeply personal to me. Through fostering and volunteering, I have seen first-hand the incredible work carried out by rescue organisations and the heartbreaking reality of turning away animals simply because there is no space left. Rescue centres cannot continue to shoulder this burden alone.

We cannot rescue our way out of this crisis.

We must prevent it.
