Make a change for our SEN warriors: Demand mandatory safety upgrades for UK parks!
The Issue
On September 15, 2026, a devastating tragedy shook our community and the entire country. Three-year-old Noah Woods—a beautiful, non-verbal, and partially deaf little boy undergoing an assessment for autism—vanished after a visit to a village playground in Brantham, Suffolk. Within minutes of becoming separated from a relative, he ran down an open alleyway next to the park. Despite a desperate, massive search by emergency services and over 1,300 selfless community volunteers, Noah was tragically found dead in a nearby pond.
As a mum of three children, this hit completely close to home. Two of my children have Special Educational Needs (SEN), including one who is non-verbal and completely loves water. Like many neurodivergent children, he tends to abscond, meaning I have to rely on AirTags just to keep him safe. Traditional safety harnesses are not always practical or safe to use on playground equipment. This creates an overwhelming amount of worry and anxiety for me, as well as his siblings, every single time we step foot in a public park.
Most playgrounds are located dangerously close to busy roads, alleyways, or open bodies of water. Compounding the danger, far too many parks are left neglected with low fencing and broken gates.
My heart is completely broken for Noah’s family. No family should ever have to endure this unimaginable, lifelong pain. But as parents of SEN children, we also know a terrifying truth: it could have been any of our children.
Many children—especially those who are neurodivergent, autistic, or have additional needs—have absolutely no understanding of danger. They are incredibly fast. It takes only a split second of a parent or caregiver looking away to tend to another sibling or pack up a bag for a child to completely slip away.
Our current playground regulations in the UK are fundamentally failing to keep our children safe. Too many local parks feature low, easily climbable fences, wide-open exits, unlatched gates, or pathways leading directly onto hazards.
We are launching this petition to demand "Make A Change to our SEN Warriors” —a mandatory update to UK playground safety legislation to ensure all public council parks are securely safeguarded. We are calling on local councils and the UK Government to mandate the following safety measures for all children's play areas:
High, Secure Fencing: Playgrounds must be fully enclosed with high perimeter fencing that cannot be easily scaled, jumped over, or crawled under by a toddler.
Heavy, Self-Closing Safety Gates: Every single exit must be fitted with heavy, child-resistant, self-closing gates featuring high top-latches that toddlers cannot open on their own. This slows a fleeing child down and gives parents vital seconds to react.
Alleyway & Water Safeguards: Secure barriers, perimeter netting, or secure grids must be placed over immediate adjacent hazards, ensuring children cannot instantly slip into hidden alleyways, dense woodland, or nearby bodies of water.
Clear Visibility: Better line-of-sight urban planning within parks so caregivers can easily keep visual track of children at all times without blind spots.
Parks should be a sanctuary—a place where children can play joyfully and parents can breathe with peace of mind. We must secure our playgrounds so that a split-second escape never leads to a lifetime of heartbreak again.
Please sign and share this petition to demand safer parks for our SEN warriors, and to make sure Noah's memory brings about the permanent, lifesaving change our country desperately needs.
