

Major Pet Retailers: Publish a Plan by March 2027 to End Betta Cups
The Issue
We are asking Petco, PetSmart, Pet Supplies Plus, and Pet Supermarket to publish an actionable plan by March 2027 outlining how they will end betta cup displays across their stores, either by:
- Transitioning to heated, filtered, tank-based holding systems, or
- Ending the sale of betta fish.
Welfare concerns:
Small cups hold very little water, allowing waste and toxins like ammonia to accumulate quickly. They lack filtration and stable heating, restrict movement, and provide little to no enrichment or stimulation. These unstable conditions contribute to chronic stress, lowered immunity, fin damage, infection, and disease.
Although cups are considered temporary, bettas may remain in them for days, weeks, or even months before being purchased. Frequent water changes are needed, but maintaining consistent care can be difficult when chain stores display large numbers of bettas.
What meaningful change would look like:
Betta fish don't have to be sold in cups. Nano tanks, divided rack systems, and other retail display methods already exist. These major pet retailers have the resources to evaluate available alternatives and determine how to end this practice storewide.
We are not asking for overnight change. We are asking each company to move beyond general assurances about animal care and publish a plan by March 2027 outlining how it will end betta cup displays, with a timeline for doing so across its stores.
