Madison's Law: Demand Accountability for Juvenile Offenders in Kentucky
The Issue
We, the undersigned, are calling on Kentucky lawmakers to take action and support " Madison's Law" legislation that would strengthen sentencing for juveniles who commit the most serious and violent crimes.
Madison was only 7 years old. She had a future full of promise ,love, and life ahead of her. That future was taken in a way that has left family and community devastated. While nothing can bring her back, we can ensure that her life and death leads to meaningful change.
Under current Kentucky Law, there are limitations that can prevent sentences from fully reflecting the severity of certain violent crimes when committed by juveniles. This creates a gap in accountability that leaves families felling that Justice was not fully served. Madison's Law seeks to address this gap by:
- Allowing stronger sentencing options for the most serious violent offenses committed by juveniles.
- Ensuring that consequences reflect the severity and impact of the crime.
Supporting a balanced approach that recognizes rehabilitation, while also upholding accountability.
This petition is not about punishing all youth more harshly. It's about sentencing that fits the crime!
The justice system has the ability to respond appropriately.
No family should have to endure such a loss and then feel that the system did not fully hold those responsible accountable.
We urge Kentucky legislators to support and introduce Madison's Law and take a stand for justice, accountability, and protection of our communities.
On November 30th 2025, Madison and her Nana ( Mandy Fisher) were driving on Taylor Blvd on the way back to Mandy's house to decorate the Christmas tree, when Mandy was hit head on by an unlicensed Juvenile who fled the scene of the accident, Madison later died from her injuries, Madison suffered severe internal bleeding as well as a dislocated back. Mandy sustained several broken bones and bruising. The juvenile who caused the accident was later apprehended when he turned himself in to LMPD. He was NOT able to be charged as an adult because he had no priors, he was sentenced to do his time in a Juvenile detention facility. He can be released in as little as 6 months! Madison was so full of life and love, her life mattered..... while focusing on rehabilitation for juvenile offenders is meaningful and I am sure it makes a difference, so does a sentence that fits the crime!
