South African Veterinary Council (SAVC) is about to review the rules that pertain to Para Veterinary Professionals , effectively all persons working on/with animals in this capacity as they seek to promulgate and regulate a New Para Veterinary Profession. 

The animal owning public have the right to choose how their animals are cared for and who attends to them. Qualified practitioners have the right to work in their field of practice.

As it stands anything and everything is to be considered under the Para Veterinary Profession as "Veterinary Physiotherapy" and this will prevent those not qualified in this way from working on animals as they will not be able to register under the new profession as it does not cover their scope of practise. The list includes but is not limited to those that practise Body Work, Massage, Reiki, T Touch, Accupressure, Bowen, BSR, etc.. etc... 

Note that the term of the "Proposed Profession" is itself under dispute. None-the-less, regardless of the terminology used, it offers only one route of registration for one kind of practitioner.
