Protect all Newborns: Preventing Tragedies like Lucy Letby's from Happening Again

The Issue

The trial and guilty verdict of Lucy Letby has shocked us all. Whilst this evil is, thankfully, extremely rare, as long as there is a chance, no matter how small, of a baby coming to harm, we should do whatever it takes to protect them.

I propose that at the very top level we constructively discuss this proposition - that legislation is passed stipulating that at no stage in a baby's time in a maternity or neonatal intensive care unit (NICU) it is not covered by CCTV or other applicable surveillance systems.

Said recording systems should be used solely for baby protection, and not for any other investigative matters such as unrelated staff issues unless otherwise agreed by stakeholders. Of course the imagery is of very sensitive and private nature - I'm not proposing it is viewed constantly or even periodically - it should just be there to be used in the event of suspicion that a baby may be in harm's way. 

If evil in this world should harbour the intent of similar atrocities in future, then ensuring all babies are constantly monitored would assist in identifying these horrific acts and preventing them in the first place. It could strongly and reasonably be argued Lucy Letby would not have had the opportunity to murder babies and harm others had they been covered by CCTV at all times. Even if she attempted successfully to conceal her actual actions, then the recordings would still have recorded her presence in the vicinity immediately prior to the baby's untimely death.
