The most towed demographic in Knoxville are students. Students often cannot work a full time job and attend school at the same time, or cannot work a job at all, and this rate reflects a large portion of funds that the average college student has at any given time, given they actually have a job. We should not let our students and other lower income citizens starve because they park somewhere they should not have or may have been forced to, due to the lack of public parking. Keeping money in the pockets of students and other citizens gives them the freedom to spend their money elsewhere and the city still collects revenue in the form of taxes.
