Loudoun Needs a Police Department With Oversight—Not a Sheriff Without Accountability

The Issue

Loudoun County is the largest jurisdiction in Virginia still relying solely on an elected sheriff’s office—without civilian oversight, transparency, or accountability between elections.

We are calling on the Loudoun County Board of Supervisors to begin the public process of transitioning to a professional police department that reports to the Board and is accountable to the public year-round. Under the current structure:

  • The Sheriff operates independently with no oversight from the Board, even in cases of misconduct or abuse of power.
  • Loudoun has seen racial profiling and a 65% increase in traffic stops in immigrant neighborhoods.
  • The Sheriff's Office is collaborating with ICE, detaining and handing over residents without due process—fueling fear and undermining public trust.
  • The Sheriff has refused to fully explain how public money is being used to support these operations.
  • The Sheriff is not required to meet performance benchmarks or undergo regular evaluations like a professional police chief would.
  • Loudoun’s growing population demands a modern public safety model—most counties of this size already use a police department with civilian oversight.
  • Decisions may be influenced by politics and re-election goals, rather than data-driven safety outcomes.
  • The Sheriff has unilateral control over a large public budget with less financial transparency and oversight than other county departments.

  • Launch a feasibility study to assess the transition
