Deny Charlie Beck a 2nd term as LAPD Chief of Police.

It is Important that the citizens of the City of Los Angeles have a say and hold our elected Officials accountable for the decisions that are being made. In this respect, it is important that Mayor Eric Garcetti and the Police Commission understand the importance of selecting the "Right" person for Chief of Police for our citizens.

I am writing this Petition to express my concerns about reappointing current Chief of Police Charlie Beck to a second 5 year term for these reasons, I will give you a few examples of Poor Leadership & Judgment by Chief Beck.

1. Chief Beck exhibited poor Leadership and Judgment during and after the Christopher Dorner incident. Chief Beck sent 2 Newton Division Officers to Corona (County of Riverside) with no radio communication in the event the encountered Christopher Dorner and subsequently did and escaped death by the graces of God. Knowing the limitations of the LAPD communications systems, those Officers were placed in harms way. 

 2. With a poor contingency plan during the Christopher Dorner situation, it cost the Los Angeles City Tax payers 4.2 Million dollars for the nearly tragic shooting of 2 unarmed ladies delivering newspapers early in the morning.

 3. Exhibiting "Poor" decision making in the Officer Shaun Hillmann incident where Hillman is caught on tape making Racial slurs (against an African American man at a bar incident), Brandishing a Firearm, Drunk in Public & Driving while Under the Influence of Alcohol. During the Board of Rights hearing, Hillman denied all of the charges brought against him (even while knowing there was audio evidence against him) seemingly because he knew Chief Beck and his Uncle Michael Hillman (Former LAPD Deputy Chief) were very good friends. The LAPD Board of Rights panel recommended "Termination" for Officer Hillman with an added charge of "False and Misleading Statements" only to have Chief Beck overturn the Boards decision and give the now incredible Officer a 65 day suspension. With this decision, Chief Beck has allowed a friendship to burden the Los Angeles Taxpayers the responsibility of paying an Officer who will have no credibility in the Publics eye to remain on the Police department despite Hillman's very poor judgment and actions.

 4. Sgt. Cathy Marx addressed the Police Commission with insight as to how allegations of Gross Misconduct by Command disappear, as the Chief of Police, he is constantly briefed on all personnel complaints, and therefore Chief Beck is well aware of what is going on within his Command Officers.

5. Chief Beck has "Fast Tracked" the promotion of his daughter to the "Elite Metropolitan Mounted Unit" over other more qualified Officers who deserved the position. Blatant decisions like this only tears at the wilted seams of morale in that unit. 

 6. Becks constant under deployment of Patrol Officers not only compromises "Officer Safety" but also continues to sacrifice the safety of all Los Angeles Citizens. The Los Angeles Police Department has grown to a force of about 10,000, approximately 2,500 more Officers than when I was working.  With that being said, there should be at least 5,000 Officers assigned to Patrol duties rather that being paid hundreds of thousands of dollars to be "Time Keepers" and administrative assistants that keep them from performing the jobs they were sworn to do.

 These are just a few examples that display the Poor Judgment and Decision making in the part of Chief Charlie Beck. Mayor Garcetti, I urge you to take this petition seriously when you make the critical determination as to who will lead the Los Angeles Police Department, we need Chief who is progressive in thought and exemplifies the LAPD Mission Statement and Core of Values.

 The creator of this petition is a former LAPD officer and president of the only law enforcement group recognized by the Los Angeles City Council through a resolution for police reform.
