KFI RESOLUTION URGING THE PROVINCIAL GOVERNMENT OF SAMAR AND THE CITY GOVERNMENT OF CATBALOGAN TO STOP THE COMMERCIALIZATION OF THE SAMAR SPORTS COMPLEX AND INITIATE ITS IMMEDIATE REHABILITATION AND PRESERVATION

Whereas, the Katbaloganon Filipinos International Foundation, Inc. (“KFI Foundation”) is a charitable and benevolent Foundation established and organized to, among others, initiate, organize and engage in such projects, programs, and other worthwhile activities deemed necessary or desirable to foster greater camaraderie and cooperation and uplift the welfare and  well-being of Catbaloganons, in particular, and of Samarenos, in general;

Whereas, the Samar Sports Complex, fondly called the “Grandstand”, was the premier sports and events facility of the entire island of Samar and hosted most of the significant historical, social, educational, cultural, and sports events of the island of Samar from the late 1940’s up to until recently;

Whereas, the Samar Sports Complex was a constant source of pride for Catbaloganons as it enabled us to host numerous regional and provincial sporting events thereby showcasing Catbalogan’s undisputed primacy as the center of commerce and government affairs for the entire island of Samar;

Whereas, apart from being the sports facility that honed and trained hundreds of Samareňo athletes, the Samar Sports Complex was also an integral part of the daily lives of ordinary Catbaloganons as it was the place for cultural performances during fiestas, the venue for school intramurals, where the high school students had their ROTC/CAT training and demonstrations, where young Catbaloganons had their early taste of education (through Catbalogan II Elementary School), where children learned to ride their bikes, and, on ordinary days, where Catbaloganons simply congregated to play ball in its courts, to run in its oval track and generally conduct other leisure and fitness activities;

Whereas, even Spark Samar, the official Tourism Office of the Provincial Government of Samar, has recognized the historical, social and cultural significance of the Samar Sports Complex and declared in a Facebook post dated January 22, 2017, thus: “The Samar Sports Complex has played host to many provincial and regional activities that have shaped Catbalogan’s stronghold as the capital of the Province of Samar and the entirely of the island. It has been a place of great memories of social and historical events that must be treasured for generations to come.”;

Whereas, for the sake of our cultural history and heritage, and the welfare and education of future generations, the Samar Sports Complex ought to be restored and maintained to its previous splendor and significance;

NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE OFFICERS AND TRUSTEES OF THE KATBALOGANON FILIPINOS INTERNATIONAL FOUNDATION, INC. TO URGE THE PROVINCIAL GOVERNMENT OF SAMAR AND THE CITY GOVERNMENT OF CATBALOGAN TO STOP THE COMMERCIALIZATION OF THE SAMAR SPORTS COMPLEX AND INITIATE ITS IMMEDIATE REHABILITATION AND PRESERVATION, AND TO UNDERTAKE THE FOLLOWING RELATED ACTIONS:

1.    That the Provincial Government of Samar immediately stop any fencing, engineering, and construction works being conducted at the Samar Sports Complex which is intended to divert its purpose;

2.    That the Provincial Government of Samar suspend, revoke or otherwise abrogate any joint venture agreement and/or ordinance seeking to divert the purpose of the land on which the Samar Sports Complex is located;

3.    That the Provincial Government of Samar comply with the December 4, 2019 letter of the National Historical Commission of the Philippines (NHCP) where it was clearly stated by the NHCP that “we enjoin the local government of Samar to look into this demolition issue and to coordinate the NHCP for the preservation of local heritage sites and of open spaces significant to the community”;

4.    That the City Government of Catbalogan immediately revoke the City Ordinance on the land reclassification of the area from institutional to commercial;

5.    That the Provincial Government immediately conduct public hearings and consultations where all affected stakeholders are duly informed, notified and present to determine and decide on how best to restore, rehabilitate, improve and maximize the use and importance of the Samar Sports Complex;

6.    That the Provincial Government of Samar, at the soonest possible time, put into place plans, programs, and projects intended to restore, rehabilitate, improve and maximize the use and importance of Samar Sports Complex consistent with its historical, cultural, social, educational and sporting significance.

RESOLVED, FURTHER, that copies of this Resolution be submitted to the Provincial Government of Samar and the City Government of Catbalogan and be circulated and published (to include an online petition) to ensure dissemination to the general public.
