The issue
We need to gain control of wandering killers. Example http://www.stuff.co.nz/auckland/69348971/owner-devastated-after-birds-slaughtered. We need stronger laws to force owners to be responsible if their pets kill. And wandering cats and dogs do kill. Please change or implement laws and enforce them. No exceptions. Pet containment is very important to our wild life and our pets.
