Council considered the petition at meeting 16 September 2025

"an extra security light will be installed on the existing carport to enhance lighting along the pathway to the HWCC car park as per stage 1 of the petition estimated at $1,500"
Email from council:
Dear Ken
Council considered the petition at its meeting held 16 September 2025 and resolved:
That Council:
Notes the receiving petition and recommendations of 17 June 2025 meeting (Attachment 1 to the agenda report).
Notes that previous requests for lighting at this site have also been received through the community and raised at the Hackham West Community Centre meetings which requested discussions to look at better understanding community needs and interest.
Notes that council has previously undertaken Crime Prevention Through Environmental Design (CPTED) audits at the community centre which resulted in the installation of new exterior fencing, security system, CCTV and security lighting.
Notes that to further enhance security, an extra security light will be installed on the existing carport to enhance lighting along the pathway to the HWCC car park as per stage 1 of the petition estimated at $1,500. This will be funded from the Buildings Urgent and General budget and will be installed in October 2025.
Notes that the assessment of the proposed scope of works for the installation of lighting on the community courts (Stages 2 and 3 of the petition) was primarily conducted against the criteria outlined in the Sport and Active Recreation Action Plan 2021–2025 (SARAP), which determined that the project is not a current priority.
Requests council engage with the Hackham West Community Centre to gauge interest in events on the hardcourts that may require access to power, with the potential for Council to undertake power installation on the site under the Buildings Urgent and General budget to be considered as a separate matter from the lighting request.
Requests council add this project to the Project Capital Work (PCW) list as per the project initiation stage from the asset lifecycle process in the Strategic Asset Management Plan
Requests council review the Strategic Asset Management Plan Service Levels to consider the addition of a Sport and Active Recreation category which may identify different service levels for lighting depending on the use of the hardcourt
Requests council reviews the current project management approach for smaller projects as assuming a three-year cycle for all size projects is inflexible
Requests council review how the Resource Prioritisation Document and council processes are meeting the asset management objectives including an expectation that the next update of the resource prioritisation document will align with the Community Vision 2034 themes of Community, Environment, Liveability and Leadership rather than the previous themes of people, place, prosperity and performance.
The head petitioner be notified of Council’s decision.
