From my email to council:

Please find attached a map showing three proposed scopes of work:

Minimum upgrade: One floodlight on the carport (Point A) and one on the existing path light pole (Point E). No trenching required, minimum cost. Estimated $1,000–$1,500 for 4x 20W floodlights.
Moderate upgrade: Trench from HWCC to the court (A-B or A-B-C) for 2x 20W floodlights and a locked GPO, or from the path light (E-D) for 2x 20W floodlights only. Estimated $5,000–$6,500 depending on route.
Full upgrade: Trench A-B-C + E-D, install 4x 20W floodlights on both sides of the court,  and locked power point. Estimated $9,000–$10,000.
Suggested Approach
I understand budgets are tight, so I recommend a staged approach:

Stage 1: Install lights on the carport (Point A) in the short term.
Stage 2: Budget for one side (next 12-month budget).
Stage 3: Complete the upgrade (12 months later).
