The HK government has lifted the 9 country ban but not flight specific bans which means that if a few people are tested positive on any one route, it's banned for 14 days. A huge number of HK residents are stuck overseas unable to come back to HK and the new rule has worsened the severe shortage of flights and quarantine room. Given that around 60% of HK residents have already had Covid and people are more likely to contract it in the city, it is illogical to ban specific flights.
