

Convicted dopers should not collect prizes under $100
The Issue
USAC and USADA should attach a lifetime ban for prizes under $100 to any future doping convictions.
Amateur bike races are increasingly spoiled by dopers. USADA testing at these events is impractical and independent testing by race promoters is too expensive - these races do not have the budgets to fund effective doping controls.
Riders with doping records are returning to small races where they are able to take prize money from clean athletes and thumb their noses at hardworking race promoters.
Race promoters are unable to test riders who have proven willing to dope for small prizes, and clean athletes continue to watch convicted dopers win local races and collect winnings. For the Masters racers it's just bagel money, but for aspiring pros this money can be a week's worth of groceries.
If a past doper who has served their penalty wants to race for the love of the sport they should be able to. Small prizes under $100 should be banned entirely for riders with a record of doping.
