Every week, an average of 100 dogs are euthanized by gunshot in Bacolod City Pound alone. Just imagine how many dogs are euthanized nationwide every week as each city has a pound. This is due to the Anti Rabies Act - RA 9482, to protect the community against rabies. There's currently an overpopulation of stray dogs and cats. These innocent lives fall victim to animal abuse because of irresponsible pet owners. Usually when strays (any pet ouside the owner's property is considered a stray) are caught and brought to the pound, most of them die through gunshot as either their owners can't spare enough money to retrieve them or their owners don't care about them anymore. 

With that said, each city has an alloted budget for the Anti Rabies Campaign. We are appealing to the President of the Philippines, President Rodrigo Duterte to implement the Animal Welfare Act 8485, Responsible Pet Ownership Law, and to give an executive order that every City Vet should provide a Libre Kapon (free Spay & Neuter) Program. This is the only way to curb the overpopulation of strays and protects the animals from abuse.

People are willing to have their pets spayed & neutered, but most of them can't afford it. It is when the pets get pregnant and the owners can't afford to have additional mouths to feed that they're left to wander around for food. Euthanizing strays is never the solution to eliminate rabies and overpopulation as the animals' population will just grow by the day. These are innocent creatures without the will and choice to avoid pregnancy. They're innocent and don't deserve to be treated this way. 

The only way to curb rabies and overpopulation is through KAPON (SPAY & NEUTER) and to promote responsible pet ownership. Kapon will prevent unwanted pet pregnancies; lesser cases of rabies due to lesser strays; eventually there will be no need for pounds and its personnel; lesser cases of animal abuse; and lesser cases of animal hit & runs.

Please join us in our call for the government to provide LIBRE KAPON (FREE SPAY & NEUTER) PROGRAM. The City Vet has millions alloted for their Anti Rabies campaign, why can't they use part of that fund to provide libre kapon instead? They're killing the innocent through gunshot as its cheap and bullets only costs P2 each. They kill the dogs in front of people, especially kids. This is not a humane approach. And how will that appear to a child who saw someone kill a dog? They'll be prone to becoming animal abusers too.
