The Issue

We seek to change how Odfw changes Oregon fishing rules, here is what they do and what we hope to change.
Here is what they do: ODFW will create rules and draft them in a yearly rule book that gets sent all around the state to many retail locations were fishing licenses are sold in hopes that everyone will be made aware of the rules. Throughout the year however, they will change rules at a moments notice and post them on their online website. They go as far as to restrict the hours of the day you can fish with new "hoot owl" regulations. For out of staters visiting, those without internet or those in the back country were internet access is limited or not present this issue makes those wanting to follow the rules inadvertently become rule breakers. Allowing ODFW and OSP to generate revenue through tickets while turning law abiding fisherman and fisherwomen into violators for life.
What we want to change: we believe that ODFW should return to the yearly unchanging rulebook that has worked for decades. We literally feel like we're playing a game of hide and seek with a kid that changes the rules through the game to make it easier for that kid to win and it's far from fair. It is frustrating and makes you not want to play the game.
Example of the confusion:
Situations I've seen: I've seen updates that say things like this closure will remain in effect for the entire 20** season" but then.... a month later... an update that opens that water for 2 weeks. NOW.. you have one guy going "let's go hit it, it's open for 2 weeks" with the second guy going "No, I saw an update that said it was closed for the season!" Now we take a few hours to determine who's right and what the letter of the law is.
And here we reach my point. In a situation where one could get fined, have gear confiscated, marks on permanent record, go to court, hire a lawyer, etc if the letter of the law is not followed, the rules should be simple, easy to access, easy to understand and not flexible.
If a river system is suffering, close it for a few years, if any rules have become hard to understand, YOU HAVE FAILED! As the rule maker/writer.
