The Issue

Small businesses are the heart of Killeen. We are your neighbors, friends, and family members—the people behind the restaurants, barbershops, boutiques, and food trucks that make this city vibrant.

But right now, that heart is hurting.

The City of Killeen has begun a strict new enforcement campaign against outdoor advertising flags, threatening fines and citations for businesses that depend on them for visibility. For many of us, these flags are not just signs—they’re lifelines.

Without them, foot traffic drops. Sales slow down. And our ability to survive in an already tough economy becomes even harder.

We, the undersigned, call on the City of Killeen to:

• Immediately pause this enforcement action

• Hold an open forum with affected business owners

• Work with the small business community to create fair, reasonable flag guidelines that reflect the needs of our city

We are not against order—we are against being erased.

Let us be seen, Killeen.

Responded
Hello, I want Killeen residents and business owners to know: you’ve been heard, and action is already underway. In response to the concerns raised around the flag enforcement ordinance, the City has implemented a moratorium on enforcement, giving us time to evaluate the impact and consider changes. Additionally, we’ve added this issue to the City Council meeting agenda on April 15th, where it will be open for further public discussion and comment. Here are the meeting details: Date: April 15, 2025 Time: 3:00 PM Location: Killeen City Hall – 101 North College Street, Killeen, TX 76541 This is your opportunity to be heard directly, and I encourage anyone who’s been impacted by the ordinance to attend and share your perspective. Thank you for continuing to speak up and advocate for fairness in our community. Sincerely, Councilmember Jessica Gonzalez Killeen City Council
