Conditional Use Permits for temples, churches, and other buildings are not a result of poor planning or happenstance. All zones include permitted uses, conditional permitted uses, and non-permitted uses. Conditional Uses are permitted uses but they give the opportunity to local citizens to provide input because of their unique natures. Additional conditions may be added by the county to manage special circumstances that may exist as identified by the public. We believe that Dark Sky considerations should be flexible for these conditional uses.
Our community values the bright lights of Friday night high school football games. We love to gather as a community and cheer on our hometown athletes and we believe it is worth having lights on for this. We also value the rodeo grounds and softball fields and we even value letting fireworks be shot high in the skies exploding into a light spectacle for all to enjoy. We believe the memories they invoke of celebrating our statehood or the creation of our country or the final display of rodeo or other events, are worth having the lights on until 10 pm. Even our eco-friendly neighbors in Park City value having bright lights lighting up the side of the mountains for night skiing until 9 pm. They believe it is worthwhile to them and we believe that a temple is worthwhile to us.
We believe that the Heber Valley Temple is worth having exterior lights on it until 10 pm when it closes for the evening. The church has demonstrated with other temples that the lights are placed in a dignified and far more subdued manner than the stadium lights that we as a community enjoy. The temple and all churches represent our community values. An exception to the light policies until 10 pm is worth it to us.
