Let's consider whether El Dorado Hills should become a City
The Issue
The undersigned encourage and support the El Dorado Hills CSD Board of Directors to do the studies and the work required to confirm the fiscal viability of becoming a city and, if viable without new taxes, letting voters decide the issue at the ballot box. It has become clear that the CSD is no longer the best form of local government for El Dorado Hills. EDH is by far the largest community in the county and we deserve the benefits of full cityhood and local control.
We are supportive of moving forward for the following reasons:
· Keep more of our existing tax dollars in EDH to fund local priorities
· All decisions made by five EDH residents serving on the City Council, instead of the county board of supervisors with only one of five seats occupied by an EDH resident.
· All previous studies concluded that the city would run at a surplus without new taxes.
· Surpluses can be used to enhance parks, fields, recreation, and other services.
· A dedicated EDH police force will have better coverage and faster response times.
· Access to additional funds to improve roads.
· Local planning, zoning and permitting power (instead of letting the county decide).
· Local support for and collaboration with businesses for economic development.
· Direct collaboration with EDH Fire Department on fire safety and permitting.
· The process, although expensive, is a one-time cost. Benefits would be permanent.
