Change the Laws of what constitutes Animal Cruelty

Here in Hawaii is a very common occurrence of how animals are kept; chained, prolonged tethering, cages and small pens. Mainly this is petitioning the laws to change what the Legal Opinion is of Cruelty. 

Many animals are kept their entire lives here on chains, cages and in small pens seen from the main roads in back yards. When the Humane Society is notified of the inhumane treatment, they state according to Hawaii Law "if has shelter and water it is not Illegal and the animals can not be convenscated and not considered Abuse." 

This simply is not true. It is clear to see the animals are sad and stressed, usually causing disturbances to the surrounding neighbors with incessant loud barking and whining Noise complaints that go ignored. 

Not only is It stressful to witness, it is even more stressful that nothing can be done about it. It seems that if the animal doesn't have a proper yard, no animal should be kept there. 

Think about children that witness this public display of cruelty. What kind of world do we live in where even innocent animals have no protection? 

This would include horses, chickens, sheep, goats and other pastor animals seen on chains and in cages as well. 

Lets change the law to protect these poor beautiful creatures from this inhumane activity. We understand that animals may be kept in such conditions as temporary restraint but not their entire lives. 

Changing this law would greatly reduce this behavior that brings unrest, stress and even lowers property value of the surrounding parcels. And shows that in this world we can be loving, compassionate of creatures different than us with no voice or strength to escape this type of unjust treatment.
