Currently, Quaker (Monk) Parakeets are listed as an invasive species and illegal to own in the State of Kansas without a permit issued from the Department of Wildlife, Parks & Tourism (KDWPT).  There are very few permits issued, due to an irrational fear that they will escape as pets and decimate farmer's crops.  This has been studied and found not to be the case, yet they are still illegal to own.

This causes parrot lovers to either choose other parrots or sneak them into their homes and hide them.  Either way, it does not deter them from bringing a parrot into the family.  However, pets that are hidden are unable to get veterinary care, as they are required to reported illegal species, and the Quaker parrots would be euthanized.  Another problem faced is that parrots are long lived, and many people commit to the 20 year life span of the parrot, and find in 20 years life can change on them, due to losing a job or health issues, and need to find their parrots a new loving home.  This is hard to do when they are illegal, and you can't properly look for the best home available when you can involved vets or rescues or other re-homing services.

Many people do not know that these parrots, the Quaker Parrot, is illegal to own in the State of Kansas, until they've already brought them home and joined the family.  Many people have no idea where to even get a permit, and the KDWPT rarely issues them.  This is a unnecessary regulation, based on unfounded fears, with unintended negative effects.
