Animals (and their owners) have rights too!
The Issue
One of our purebred, German Shepherd dogs was recently shot by a neighbor, apparently because she crossed over onto his property. She was not being aggressive towards any animal or destroying property to my knowledge. I understand that you can shoot an animal if it distributes any of these behaviors. I also understand that if you do shoot that animal, you must kill them (not simply wound them) and notify the owner. These last two actions did not occur. You see, she wasn't killed when she was shot and nobody notified us that they did this horrendous act. She spent a week at the animal hospital, where we had to have her euthanized because she was not going to recover from her injuries. We spent $2500 to try to save her life to no avail. We live in the country and we do not let our dogs roam freely day and night. They are out for few minutes in the morning and a couple of hours in the evening, always with supervision. Dogs don't know property boundaries. She was probably only chasing a rabbit and crossed over onto his property.
What I'm asking is for further animal rights laws to be put into place. I propose that if an animal is causing any type of disruption on someone's property, that the offended person must first and foremost notify the owner that this is occurring and give the owner an opportunity to correct the action. Secondly, I propose that if an animal is killed or injured by that person, that an investigation should be conducted by the county animal control and/or law enforcement especially if the owner suspects a person. My local animal control and law enforcement refuse to investigate without an eyewitness.
