REFUSE Graphite Square REVISED plans as they currently stand (Ref: 18/03773/FUL)
The Issue
Introduction:
We strongly want this site redeveloped but we passionately urge you to REFUSE the intrusive plans that include THREE TALL Towers (Two 14 Floors high and one 11 Floors high) as they currently stand.
This humongous development will deteriorate our much loved Vauxhall Neighbourhood, adversely affect our every day life, reduce our daylight and set a bad precedence leading to the deterioration of our community feel neighborhoods in Vauxhall and beyond.
In more detail:
We urge you to refuse the planning application 18/03773/FUL for the reasons listed below:
1. National Planning Policy Framework (NPFF) paragraph 66 (‘Applicants will be expected to work closely with those directly affected by their proposals to evolve designs that take account of the views of the community. Proposals that can demonstrate this in developing the design of the new development should be looked on more favourably’): This was NOT met. Inaccurate categorisation of Arne House family kitchens & bedrooms overlooking the development as ‘inhabitable’, which is crucial to which BRE lighting standard applies.
2. London Plan Policy 7.6 [Buildings and structures (especially tall buildings) should not cause unacceptable harm to the amenity of surrounding land and buildings]: All sorts of adverse effects acknowledged in the planning officers report (adverse appears countless times in the report). Such an adverse report was enough to sink 8 Albert Embankment (Inspector’s appeal Decision, refusing permission, May 2013 - APP/N5660/A/12/2180815). Lambeth should follow this precedent and reject this application and encourage the developer to work with the community to produce a better scheme which doesn’t degrade the community amenity
3. Loss of revenue: The Lambeth planning committee approved planning application (15/04721/FUL) for the installation of solar panels on the estate blocks, including Arne, Jameson & Kennedy houses. The proposed new development shading study did not take this cooperative solar energy project into account and address the economic impact on the project. This is a planning issue because shading reductions in revenues affect residential amenities.
