The Issue
HE KĀHEA NO MAUNA KA`ALA - A Call For Mount Ka`ala KŪPA`A KA`ALA !!!! Our majestic Mount Ka’ala that overlooks the shores of the North and West side of O`ahu is facing an UNFATHOMABLE THREAT to her existence, landscape and her history. Mount Ka`ala is O’ahu’s highest peak and the center of Hawaiian mo`olelo, mele and CULTURE. She is somewhat of the birthmark for the Waialua moku and the Waianae Moku and held in very high regard. A Candadian developer, JOEY HOUSSIAN, KAUKONAHUA RANCH LLC and K VIEW LLC who are named as a “landowner” in the latest version of a Minor Modification of Conditional Use Permit No 2019/CUP-18, have a proposed project KAMANANUI AGRIBUSINESS. Joey Houssian came to the North Shore Neighborhood Board in March 2018 to introduce himself as the new owner of 2320.52 acres of land on Mount Ka`ala. HE DID NOT PRESENT ANY SPECIFIC PROJECT TO THE BOARD. He introduced himself and shared IDEAS asked for input. Mr Houssian or his team has never been seen or heard from again. May 2019 members of the North Shore Neighborhood Board and community leaders were made aware of a Conditional Use Permit MINOR that was issued for KAMANANUI AGRIBUSINESS. Conditions were placed on the CUP MINOR Permit requiring the developer to conduct and implement a variety of tasks in order to be able to apply for building permits. A Conditional Use Permit (CUP) MINOR was approved allowing “Agribusiness Activities” as an accessory to the principal Agricultural Uses. The Agribusiness activities that were approved include a Gondola and Zipline. The Property is Zoned AG-1 Restricted and AG-2 General Agricultural District. The area included in the approval does not include areas that are part of the State Conservation District. This CUP was approved with several conditions. BEFORE the developer/land owner/applicant can APPLY FOR BUILDING PERMITS OR START ANY GROUND DISTURBANCE (except for Agricultural purposes), the site MUST BE IN ACTIVE AGRICULTURAL USE. The developer/landowner/applicant MUST: 1- GET APPROVALS for their WASTEWATER SYSTEM 2- GET APPROVALS TO JOINT DEVELOP THE VARIOUS PARCELS (the developer/landowner/applicant owns multiple parcels in the immediate area of this project) 3- DEVELOP PLANS for WILDFIRE MITIGATION, GONDOLA RESCUES, INVASIVE SPECIES MITIGATION, CONSTRUCTION MANAGEMENT & TRAFFIC DEMAND MANAGEMENT. All of these plans will require professionals consultants/consultations and coordination with a variety State and City Agencies. January 2024 the developer/landowner/applicant provided a progress report where none of the requirements listed above had been obtained. Any proposal to modify the Project will be sent to the respective Neighborhood Board(s) for their review and comment. April 2025 A notice for an Application for a MINOR Modification of the Agribusiness Operations and Structures originally approved by the CUP was sent out. The developer/landowner/applicant is proposing a modification to agricultural activities to increased livestock grazing and reduced forestry and agroforestry; gondola alignment and station locations; zip line type and alignment; Agribusiness Center uses and structures; and bike and hiking trails. ADDING New structures and uses, INCLUDING VIEWING PLATFORMS AND PEDESTRIAN BRIDGES. TO DATE NO ATTEMPTS HAVE BEEN MADE, BY KAUKONAHUA RANCH LLC and or its owners and partners, TO PRESENT THE PROPOSED PROJECT TO OUR COMMUNITY, THE NORTH SHORE NEIGHBORHOOD BOARD OR COMMUNITY ASSOCIATIONS. IT IS DISAPPOINTING THAT DEVELOPERS, WHETHER FROM OUR MOKU OR PAE `ĀINA OR NOT, THERE IS NO KULEANA OR CONCERN TO CARRY A SENSE OF PONO IN ENSURING THE INCLUSIVENESS OR ENGAGEMENT OF OUR KAIĀULU. NO CULTURAL ASSESSMENT - ENVIRONMENTAL IMPACT STATEMENTS - NO TRAFFIC STUDY - !!!!!!!! This project sets a horrible precedent for not just our lands but our historical, cultural and irreplaceable Mauna throughout our PAE ‘ĀINA. PLEASE SUPPORT THE OPPOSITION OF THIS MODIFICATION APPLICATION FOR KAUKONAHUA RANCH LLC AND THE PROJECT IN ITS ENTIRETY. KUPA`A KA`ALA !! FOR REFERENCE: Following are some comments made by Mr Hussian at the March 2018 North Shore Neighborhood Board: “Not here to present anything but to gather input” “I’m interested in NON MECHANIZED USE” ( I do believe a Gondola motorized power ..NO??) “Ziplines is another natural use, I have experience in that business. It’s a cool way to get people to see the land”. (The build of the foundations alone for a zipline would severely impact the land) Mr Houssian owns Whistler Ski Resort, hence his interest in a tourist based amusement attraction. Not of this place, there is a clear disconnect and disregard to our community, culture, history and space. Mr Ginella is a local resident and should be well aware of the local community and how important this space is and the community inclusion being critical. BOTTOM LINE - THIS PROJECT IMPACTS MOUNT KA`ALA & OUR COMMUNITY IN WAYS THAT WE WILL NOT RECOVER FROM - Drilling, Concrete, Construction, Heavy Equipment, Digging, Waste Water, Emergency Services (our resources are already strained, no Hospitals, One Ambulance) Water resources, Police etc - TRAFFIC on Kaukonahua Road! - There is no way this project offers such a significant amount of jobs that pay a living wage that it is a weighing factor. - HOW DOES THIS PROJECT TRULY BENEFIT OUR COMMUNITIES??? How, who will ensure the stewardship of Conservation Land that is located directly on property. There are far too many negative impacts to Mount Ka`ala and our community and our way of life.
