Drejtuar: Bashkisë Vlorë, Ministrisë së Turizmit, Kulturës dhe Sportit dhe institucioneve përgjegjëse

Ne, qytetarët nënshkrues të këtij peticioni, kërkojmë transparencë të plotë dhe rishikim publik të projektit për ndërtimin e Muzeut Hebraik Shqiptar në Vlorë.

Ne e respektojmë historinë e komunitetit hebre dhe rolin e nderuar të shqiptarëve në mbrojtjen e hebrenjve gjatë Holokaustit. Kundërshtimi ynë nuk drejtohet ndaj popullit hebre, fesë hebraike apo ruajtjes së kujtesës historike.

Megjithatë, besojmë se një projekt i kësaj madhësie duhet të konsultohet gjerësisht me qytetarët e Vlorës dhe të justifikohet qartë në raport me nevojat më urgjente të qytetit. Vlora ka nevojë për investime në spitale, shkolla, infrastrukturë, strehim social, shërbime për personat me aftësi të kufizuara, mbështetje për gratë e dhunuara dhe mundësi për të rinjtë.

Për këtë arsye kërkojmë:

Publikimin e kostos së plotë, burimeve të financimit dhe shpenzimeve të projektit.
Sqarimin e çdo detyrimi financiar që mund t’i mbetet Bashkisë Vlorë ose buxhetit të shtetit për mirëmbajtjen dhe funksionimin e muzeut.
Organizimin e një dëgjese publike me qytetarët, historianët, bizneset lokale dhe organizatat e shoqërisë civile.
Paraqitjen e studimit të fizibilitetit dhe të ndikimit ekonomik, kulturor dhe turistik.
Shpjegimin e arsyes pse ky projekt ka përparësi ndaj nevojave të tjera kulturore dhe sociale të Vlorës.
Vlerësimin e një alternative më gjithëpërfshirëse, si një muze i historisë së Vlorës dhe bashkëjetesës shqiptare, brenda të cilit historia e komunitetit hebre të zërë një vend të rëndësishëm.
Pezullimin e vendimeve të mëtejshme derisa dokumentacioni dhe konsultimi publik të jenë përfunduar.

Historia duhet të ruhet me saktësi dhe respekt, por vendimet që ndikojnë qytetin duhet të merren me transparencë dhe me pjesëmarrjen e qytetarëve.

Ky peticion kërkon llogaridhënie, konsultim demokratik dhe përdorim të përgjegjshëm të hapësirave dhe burimeve që lidhen me qytetin e Vlorës.

We, the undersigned citizens, request full transparency and a public review of the Albanian Jewish Museum project in Vlorë.

We respect Jewish history and Albania’s honourable role in protecting Jewish people during the Holocaust. Our objection is not directed against Jewish people, the Jewish faith, or the preservation of historical memory.

However, we believe that a project of this size must be discussed openly with the residents of Vlorë and clearly justified in relation to the city’s most urgent needs. Vlorë needs investment in hospitals, schools, infrastructure, social housing, services for people with disabilities, support for survivors of domestic violence, and opportunities for young people.

We therefore request:

Publication of the project’s complete cost, funding sources, and expenditures.
Disclosure of any present or future financial obligations imposed on the Municipality of Vlorë or the national budget for operating and maintaining the museum.
A public hearing involving residents, historians, local businesses, and civil-society organizations.
Publication of the project’s feasibility study and its expected economic, cultural, and tourism impact.
An explanation of why this project has been prioritized over other cultural and social needs in Vlorë.
Consideration of a more inclusive alternative, such as a museum dedicated to the history of Vlorë and Albanian coexistence, within which Jewish history would receive appropriate and meaningful recognition.
A pause on further decisions until the relevant documentation has been disclosed and proper public consultation has taken place.

History should be preserved accurately and respectfully, but decisions affecting the city must be made transparently and with the participation of its residents.

This petition calls for accountability, democratic consultation, and responsible use of the spaces and resources connected to the city of Vlorë.
