Change Kirkland Sewer billing to "average lowest water consumption regardless of season"
The Issue
Request to change Kirkland Municipal Code Sewer Calculation Ordinance 15.24.070 Monthly volume-based sewer calculation.
Request: Please sign this petition to change how the City of Kirkland calculates monthly volume-based sewer rates from "average winter water consumption" to "average lowest water consumption regardless of season" for Single-family residential monthly sewer rates.
With successful outcome of this petition to change Kirkland Municipal Code Sewer Calculation Ordinance 15.24.070 Monthly volume-based sewer calculation, the City will only count your average lowest water consumption regardless of season, thus it will result in saving big dollars for all of Kirkland residents' water bill
Business justification:
After discussing with Mr. Jay Gewin from City of Kirkland Finance Utility Billing, I was informed that the City calculates Single-family residential monthly sewer rates based on an average of winter water consumption
When asked why the City is using winter instead of spring, fall or summer, Mr. Jay Gewin explained, "people usually use less water consumption during winter, because during summer people usually water their lawn, washing cars, etc." Therefore to save Kirkland resident's money, the City is using Winter.
I respectfully disagree with that logic. There are many Kirkland residents who do not have grass nor other plants on their lawn, therefore there is no need to water their grass and other plants. In addition, there are many Kirkland residents who are going on Summer vacations elsewhere leaving their summer water consumption lower than winter. Thus average months in other season (other than winter) actually has less cubic feet of water consumption
To provide proof: my average water consumption in calendar year 2019 are as follows:
01/01 - 02/28 = Usage 34 unit
03/01 - 04/30 = Usage 21 unit
05/01 - 06/30 = Usage 17 unit
07/01 - 08/31 = Usage 18 unit
09/01 - 10/31 = Usage 24 unit
11/01 - 12/31 = Usage 25 unit
As you can see, using 3-months average of lowest water consumption regardless of season would result in calculation of (21+17+18)/3 = 19 unit average; 19 units X $5.49 = $104.31
Currently I am paying $153.72 using the "average winter water consumption", instead of $104.31 using "average lowest water consumption regardless of season" which can save $300 per year
Conclusion: By changing from "average winter water consumption" to "average lowest water consumption regardless of season", it will result in saving big dollars for all of Kirkland residents' water bill. This will help many families in City of Kirkland especially during these difficult times/economic impact of COVID-19.

15.24.070 Monthly volume-based sewer rates.
(a) The monthly sewer charge required to be paid to the city by customers of the Kirkland sewer system is established in Table 15.24.070.
(b) Annually, the city will calculate each single-family residential customer’s average winter water consumption (“AWWC”). The resulting AWWC will be the basis for such customer’s monthly sewer rate for the following calendar year.
(c) The director of public works is authorized to adopt administrative procedures for the purpose of administering the provisions of this chapter, including the procedure for annual calculation of average winter water consumption.
