The safety of bikers is at risk. They are not required by the law to stop at traffic lights. Recently, my sister was driving in Austin, Texas. She had the right turn indicator on, a green light at the intersection, looked for traffic coming from all directions, and began her ninety degree turn to the right. An innocent biker ran into the side of her car because he had not checked to ensure a clear path ahead of him.  Police must be given the ability to issue tickets to bikers who do not comply with the law of stopping at intersections. The law itself and enforcement of it will help keep bikers safe and aware of their surroundings.
