Mar18/10 Kimberly Proctor(Kimmy) was murdered by Young Offenders, Kruse Wellwood 16 & Cameron Moffatt 17 in Victoria B.C..
After Kimmy's death we came up with Kimberly’s Law which includes 7 proposals.
The first 3 proposals Provincial Points, establish Threat Assessment Protocols, Mandatory Counseling and Parental Responsibility requirements. The remaining 4 proposals are Federal Points & seek to build upon the recent young offender amendments by making those convicted of first or second-degree murder fully accountable for their actions. To the House of Commons in Parliament assembled, we the undersigned residents of Canada request the House of Commons in Parliament assembled, make the following changes:
1.If a young person aged 16 years or older is charged with first or second-degree murder he or she should automatically be transferred to adult court.
2. If a young offender has pled guilty to first or second-degree murder, his or her name should be made public.
3. If a young person is sentenced as an adult for first or second degree-murder, he or she should receive the same sentence as adults of 25 years imprisonment without parole.
4. Young persons who are charged with first or second degree murder under the Criminal Code should be detained in custody separate and apart from other young persons in the same facility.
We the undersigned residents of Canada call upon the House of Commons in Parliament Assembled, to make these changes.
