Jerome committed the current offense between the age of 21-22, has been incarcerated for 26 years for a non-violent drug offense. He was sentenced to mandatory life imprisonment due to having two prior drug convictions: One for less than a gram of cocaine-- .010 grams of cocaine and the other for 40 grams of cocaine. At the time of sentencing the judge stated that Jerome's sentence was too harsh and that perhaps congress would change things in the future, that was back in September of 1991.

Since Jerome's incarceration he has participated in just about every class available by the BOP to rehabilitate himself: First, Jerome acquired his G..E.D. and was awarded Student of the Year in both the G.E.D. curriculum and the Vocational Training Computer Classes. Jerome completed Vocational Training classes in Soldering Exploratory; Home Inspection; Basic Electrical Home Wiring and Business Computer. He also acquired Certificates of Recognition in the Drug Education Program; Business Plan Development; Parenting; Basic Word Perfect; Windows; Lotus; Anger Management; Facilitated the Self Examination and Dialogue on Living and Staying Free in Society; Advanced Computer Driver License; Introduction to Economics; Introduction to Real-estate; Non-Profit Organization Development; Grant Writing; Self-Esteem Enhancement Course; Basic Investment; Basis First Aide; CPR Aide; Beginning Spanish and many, many more accomplishments. He graduated from Rhema Correspondence Bible School, and he recently passed the asset test to enroll in Coastal Pine Technical College with a Major in Microsoft Office Application.

Jerome's clemency package includes many letters of support, a memorandum from his Correctional Counselor Patrick Moore with commendations for having an outstanding demeanor, always being cordial, and cooperative with staff and inmates, performing his duties on time and above what is customarily accepted. Also, a letter from Warden Mike Adams authenticating his accomplishments and expressing to Jerome's judge that any consideration that judge would see fit to be appreciated. Furthermore, a job offer from the CEO of United Security Financial Corp.
On top of this, Jerome has an ailing mother and his family has lost many family members since his incarceration, which include his father, uncle, four older siblings and all of his grandparents. His family desperately needs him including his children.

Please give Jerome Marshall a second chance. Jerome is very remorseful, accepts full responsibility for his crime and youthful mistakes and would give back to the community if given a second chance.
