Punishment to those who leave animals in cars in extreme heat

Animals can sustain brain damage or even die from heatstroke in just 15 minutes. Dogs can only cool themselves by panting and by sweating through their paw pads. We all know how hot it can get outside, we have all gotten into a car that has been sitting in the sun and heat for a while - the inside temperature is almost doubled. Now imagine being trapped in there with no way out and not knowing when someone would come relive you of the immaculate heat.
As I am sure all of you have seen the gut wrenching videos on Facebook, other social media sites and your local news. People are leaving their pets locked in cars in extreme heat. This 2017 summer we have had a real problem with this but it’s not a new issue nor is anything getting better and I can’t seem to understand why. We see the videos daily, we feel bad and move onto the next post. Not today. Today we are supposed to make a difference for the animals who can’t speak for themselves. I am tired of seeing these news headlines or videos on my timeline. I want to see a change for the good.
Right now, the rule is if you see a dog OR child locked in a hot car you must call 911, they must check to see if the door is unlocked and if they feel it is an emergency they can break into the vehicle. There is no law protecting you for trying to save the animal, the car owner can press charges on you if you didn't wait for the police to get there and broke into their car on your own, even when the animal is clearly in distress. When the police do get there, they do everything they can, they get the dog out, contact the owner and the owner is issued a fine and they take away the animal.
But do they always really take the dog? We don’t know. The punishments for these kinds of acts are inexcusable. The punishments are not severe enough for people who simply didn’t care to begin with. If they left their "loved" pet in a 100 plus degree car what makes you think they would take time out of their day to go pay a fine to the city of Des Moines.
I vote that these people need a real punishment. As in jail time. We also need a way to prevent things like this from happening again, we need to put a system in place for people who do this. They need to be put on a list that goes to every ARL, shelter or adoption center, pet shop, everything. Even a public access page so people selling their animals privately can check and make sure these innocent animals that they are trying to give a better life to are going into the best hands they can.Like a background check for animal abuse or mistreatment.
People need to know that is not okay and that they will get punished for their actions towards their animals.
