We have proof that animal abusers can post animal ads despite a lifetime ban on the Kijiji site. It's too easy for irresponsible breeders to disguise themselves on classified sites. Classified sites are unable to distinguish responsible breeders from breeders who, without regard to animal welfare and the buyer, profit from the sale of animals.
Accountable breeder. Registered breeder. Responsible breeder. What’s that?
In Canada, the Animal Pedigree Act governs the registration of purebred animals, but it has severe limitations. A registered dog breeder is a breeder who is signed up and conforms to the standards of a recognized registration body by the Animal Pedigree Act, such as the Canadian Kennel Club and the Canadian Border Collie Association. But these recognized registration bodies only inspect breeding documents and registration — they do not go on site to inspect breeders.
There are no purebred cat registries recognized under the Act.
A responsible breeder is a breeder who is responsible and cares for all of his/her animals’ physical and psychological well-being (i).
To that definition, we must add that a responsible breeder also holds a government-issued permit. A government-issued permit may not guarantee that breeders are conscientious, but it provides more protection to buyers since these breeders have licenses and can be easily traced if problems occur. Moreover, it allows for the government to make these breeders responsible and to comply with a certain standard of care, to inspect them, or even sanction them — all of which Kijiji cannot do.
