The Canine Welfare and Safety Act by No Kill Kern This measure is meant to preserve the health of dogs in Kern County. Each dog must be sterilized by 12 months of age unless the registered owner applies and is granted a unaltered dog permit. Each permit will cost $2,500 per dog, this amount is to help offset the cost of housing, feeding, euthanasia get and disposing of 12 dogs taken in by Kern County Animal Services Shelters. Free and low cost spay and neuter programs are available for residents throughout the county, getting a dog sterilized has become easier than ever. Our county spends thousands of dollars every year to euthanize and dispose of thousands of dogs as a direct result of overbreeding and accidental litters. This money should instead be focused on the cause, not the effect of our rampant overpopulation issue. While we acknowledge that some people consider some breeders as "responsible", it is our belief that any breeding is unnecessary at this time. The fact that we are still killing dogs on a daily basis should be evidence enough that we do not need to add to the population. Anyone who wishes to apply for unaltered dog permit from the County of Kern may do so by submitting an application to KCAS. An application fee of $100 per dog would be required, the $100 would be counted towards their permit if approved. If denied, the application fee will cover the cost of one sterilization voucher from KCAS to be redeemed within 8 weeks of issuing. If a person does not comply with the CWSA they will be fined $500 for the first month and $1000 for each month after until the dog is altered. If, within the first month that contact is made, the owner sterilizes the dog the fine will be waived. Any owner of a dog that is unable to be altered due to medical issues will require a note from a veterinarian to be declared expect from this measure.
