Make it legal in the state of Kentucky for veterinarians to report animal abuse
The Issue
Senate bill 21-
help me get it passed with the “amendment“ to -
1- third parties will be allowed to persue legal action Against abuser if monetary lost to third party is accrued as well as Be allowed to ask the abuser be put on a animal abuse registration List - life time registration as an abuser
2-allow third part to remove said Animal with out legal consequences to save the life of an abused animal to allow a thorough investigation to be conducted.
Kentucky is the only state that doesn’t allow veterinarians to report animal abuse if they suspect it, but a bill making its way through the legislature could change that.
Currently, vets can only report suspected abuse if they have permission from the owner. Most often it’s the owner who is committing the abuse so why then would it be reported. I believe this bill was put through to silence those advocating for the animals who have no voice.
However, proposed Senate Bill 21 would allow a vet with an animal in their care they believe has been abused to report it to law enforcement.
The bill also reads: “A veterinarian making a report in good faith under this section shall be immune from liability arising from the report.” I feel this should also apply to anyone out side of the veterinarian to also be immune from liability.
More should be put in place to ensure that further steps are taken to prevent the abuse when able to before it even reaches the need for medical care of the animal. Most will not seek treatment due to the fear of losing the animal. Prosecution for neglect or abuse and or the fines that they could face. We need measurements put in place that would allow a third party to be allowed to remove the animal to begin a investigation. Steps would be in place for third party to adhere to for said immunity of bill 21 amendment. Such as immediately seeking care for the animal animal control notified as soon as possible and statements taken. As well as registration of removal to keep from being allowed to just remove any animal for any reason this allowing theft of non abused animals.
please help me make this happen. These animals need a voice and we can be that which they desperately need.
