A man by the name of Pse Slatt butchered a 6 week old puppies ears by cutting them off with scissors and burning them shut. This was done at home and not by a professional with anesthetic. The local PD in Owensboro Kentucky are not pursuing charges. Please let local authorities know that this is unacceptable.
