

Delhi Water Treatment Sewage Spill discovery on Oct 6, 2017 Residents Right to Information
The Issue
On October 6 ,2017 we discovered that the Delhi sewage water treatment plant main line was compromised , pouring raw sewage all along Second Avenue South in Delhi. The smell was horrible and killed every chicken that has drank the water. It was a horror scene at 7 am in the morning. They were our pets. We later woke up to a second second spill on Nov 2, 2017 that once again killed our new brood of free. range chickens. Finally one Delhi Water supervisor. explained that 9 years ago AT&T sub contractors damaged and hit Delhi's multi million dollar state of the art main sewer pipe and repaired it very poorly and never reported it to anyone.
After 9 years the leak finally came upward.
The EPA later informed a few of the residents in mid November that there was a circle of danger. 500 ft from this spill was hazardous. They said our county failed to serve us and that everyone should have been given instructions and water and legal information regarding our rights.We were not.
In the state of California residents have only 6 months to preserve any right to file lawsuit and must file a complaint to ensure rights. No one advocated or assisted for us during this toxic surprise .Only after. many months of empty promises, we learned on April 2 ,2018 only a few of the residents were offered water testing after they put chemicals on our soil and removed the contamination. I was told my letter was mailed to me registered mail and that I refused testing. This was a complete untruth verified by the post office. I was finally presented with a copy of the never sent letter dated Dec 30,2017. . It was now April 3 and we had no idea that in 3 days no one would have been able to preserve their rights to anything.
Thank goodness a nameless and considerate attorney located the complaint form we were denied existed by the Delhi Water office. We all filed and preserved the rights on the very last day possible following our 6 month information freeze.
A month later we were denied our requests for the original data pre cleanup list of toxins and possible poisons , bacteria and depth of this raw sewage. A lawfirm representing Merced County denied our complaints.
It has also believed and has been clearly related that the " higher ups " with local county government and law enforcement have referred to the complaints as unimportant referring to us as bad residents for mailing formal requests ,preserving our right to litigation on behalf of our neighbors.
I believe all local residents should have absolute cooperation, information and complete transparency about the details of this spill. This community should not be denied access to details that could or did affect our health.
Our taxes paid for a state of the art monitering system, so I ask.
Who or what went wrong that they didn't know for 9 years. ? With a pressurized main they should have known immediately. Where else could AT&T have hit the line and not reported it throughout your town ?Who else could be drinking sewer water and not being updated on preventative measures ?
No resident should have to fear repercussion or vindictive persecution or pressure to leave the whole thing alone ! I have contacted local supervisor Lloyd Pareira by text successfully in the past .But have not received a response to the same text contact reguarding this situation and request for current help.
Join me in starting a community wide effort to get every signature on a Delhi petition to make every detail of this data available to the public.

We will post a direct question pointed at our elected politicians on a huge freeway facing sign by September 11 if we have not by then recieved the relief we need to carry on our sovereign lives in harmony with Merced County. County departments , employees and elected officials and agencies are supposed to work for us to help us ,not against us.
