Keep the ''As Charged' cancer coverage for Integrated Shield Plans- don't limit it!

The Issue

On 27 March 2023, The Straits Times announced that Integrated Shield Plans will no longer offer ''As Charged'' cancer coverage from April 1, 2023. 

What this means for you and I -- even though we have been dutifully paying our premiums on the Intergrated Shield Plans from the private insurers, the cancer coverage will now be capped to a maximum of only 5x the cancer treatments that basic Medishield Life provides. Under Singapore law, a contract is formed if: 1) a party makes an “offer” of some good or service, 2) the other party or parties “accepts” that offer, and 3) some consideration ( money/ work) passes between the parties.  

When we purchase any insurance plan, it comes with certain terms and conditions. Us, the consumer agrees to the terms offered by the insurers and therefore the insurance premium is the consideration given and a legally binding contract has formed between both parties. This is a contract between 2 parties and yet, Ministry of Health MOH ( a third party) has stepped in to cap the cancer coverage even for existing Integrated Shield plan holders. 

 A contract is there for legality purposes--as a record for rights, responsibilities, obligations. If we the policyholders have been responsibly paying the premium all these years, we expect the insurers to uphold their end of the contract too.  It is only fair and just.

Instead, here we are, with one party reneging on the contract. Usually there is a form of penalty on the party that reneges or compensation for the victims-- What is the penalty or compensation here? 

As we all know, the high cost of cancer treatments can drain a family's resources rapidly.  Integrated Healthshield plan is the most important plan that we have, and with this new changes, our peace of mind and the safety net of our families has been snatched away abruptly. 

This petition is set up to petition for MOH and the private insurers to keep to the ''As Charged"  cancer coverage for existing Integrated Shield Plan policyholders.
