The Issue

KEEP THE APARTMENT MORATORIUM IN PLACE IN LEEDS, ALABAMA

NO MORE APARTMENTS. FIX WHAT WE HAVE.

Thoughtful Growth Matters.

Leeds is growing, but growth should strengthen the community we already have, not create additional problems for residents, property owners, and small businesses.

We are asking the Leeds City Council to keep the current apartment moratorium in place until the city addresses existing concerns and evaluates the long-term impact of additional high-density development.

Protect Property Values and Neighborhoods

Approximately 72% of occupied homes in Leeds are owner-occupied.  For many residents, their home is their largest investment.  Before approving additional high-density housing, the city should evaluate potential impacts on surrounding property values, neighborhood stability, and quality of life.

Address Traffic and Infrastructure

More apartments mean additional demands on roads, intersections, schools, utilities, and emergency services.  Comprehensive traffic and infrastructure studies should be required before new developments are considered.  Residents deserve to know what improvements will be necessary and who will pay for them.

Consider the Impact of The Grove at Leeds

The proposed $47 million Grove development would introduce 144 additional rental units, including 84 two-bedroom and 60 three-bedroom apartments.  That is a substantial development for a city with approximately 4,561 existing households.

The potential impact on traffic, infrastructure, public services, and surrounding properties deserves careful examination before any approvals are granted.

Support Our Existing Businesses and Downtown

Leeds already has vacant storefronts, historic buildings needing investment, and small businesses working hard to survive.  The proposed development’s location near an entrance to our city makes thoughtful planning especially important.

Our city should prioritize filling existing commercial spaces, improving accessibility, attracting customers downtown, and supporting the businesses already paying taxes, providing jobs, and investing in Leeds.

Fix Our Existing Apartment Communities

Before building more apartments, the city should work with owners of existing complexes to improve property maintenance, landscaping, lighting, parking, drainage, and overall conditions.

Enforce existing property standards and encourage reinvestment.  Both renters and surrounding property owners deserve well-maintained communities.

What We Are Asking

We urge the Leeds City Council to:

  • Maintain the apartment moratorium while evaluating the cumulative impact of high-density development.
  • Protect existing property investments through responsible planning and independent impact studies.
  • Address traffic, infrastructure, and public safety before approving additional developments.
Improve existing apartment communities through property standards and accountability.
  • Prioritize downtown revitalization and support for existing small businesses.
  • Give residents a meaningful voice in decisions that will permanently shape our city.

Leeds has tremendous potential.  We are not asking the city to stop progressing.  We are asking our leaders to make the community we already have a priority.

Before we build more, let’s fix what we have.

NO MORE APARTMENTS. THOUGHTFUL GROWTH MATTERS.
