We are parents of Shelby County Schools students who are concerned about the impact of current budget discussions on the Primary CLUE Program. We acknowledge that our district is under-funded, and we vow to lobby our state and county legislators, and to create awareness of our cause, for adequate funding, including preservation of the Primary CLUE program.

Specifically, we are advocating to:

• Keep K-3 CLUE, and 


• Keep the current Gifted Model for all CLUE students (equal to 5 hours of instruction per week at 2.5 hours per session on alternating days: Monday/Wednesday and Tuesday/Thursday)


Our advocacy is based on research that proves the positive outcomes of:

• Early identification and delivery of service (as early as PreK through grade 3), as provided by the district’s current Gifted Model


• Delivery of service equal to 5 hours of instruction per week at 2.5 hours per session on alternating days as detailed above; taught by a certified gifted instructor and in a pull-out environment that surrounds gifted students with peers who share their exceptionality


These are tenets of the district’s existing Primary CLUE Program and Gifted Model for delivery of service. This model is defined as “exemplary” by the National Association of Gifted Children for one simple reason:

As research supports, our existing Primary CLUE Program and Gifted Model for delivery of service are uniquely designed to creative positive outcomes – affecting self-esteem to matriculation rates – for ALL of our gifted students, and especially those from lower-income families. 

BOTTOM LINE: ALL SCS STUDENTS DESERVE AND NEED THE CLUE PROGRAM AND EVERYTHING IT OFFERS.
