Architectural Conclusions and Recommendations
The historical built-environment APE included the Anclote River Park and those parcels within the viewshed of the park. Architectural field survey identified all historic resources (buildings, structures, objects, districts, landscapes, or linear resources) within the APE and evaluated them for their eligibility for listing in the NRHP. An analysis of integrity of the individual resource, as well as how the resources relate to each other and the surrounding landscape, were evaluated. All resources constructed in or before 1973 were recorded on FMS forms. This survey resulted in the identification of three newly recorded historic resources within the Project's APE. The properties, built between 1956 and 1970, are residential and commercial in use. Individually, the resources lack architectural distinction and significant historical associations to warrant HP listing. The lack of a cohesive collection of historic resources precludes the creation of a historic district.
Based on the results of this investigation, improvements at the Anclote River Park will not impact any NRHP-eligible or otherwise significant cultural resources in the historic APE. No further historic research is recommended for the project area.

Stantec conducted a CRAS of Anclote River Park for Pasco County Parks and Recreation prior to park improvements. The project area is 45.81 acres and is located at 1119 Baillies Bluff Road, Holiday. The proposed ground disturbance includes construction of a restaurant, volleyball courts, parking, and a sea wall, among other amenities. The APE for archaeology includes all of Anclote River Park. The APE for the historic built environment includes the viewshed of the project, or within 100 m and on adjacent parcels, as well as the landform within visibility across the Anclote River. The project was undertaken in anticipation of state and federal permitting associated with park improvements. And it was conducted in accordance with local Pasco County Ordinances (Pasco County 2023: Policy FLU 1.2.13)
The purpose of Stantec's work was to locate and identify historic resources within the APE and to assess the significance of such resources with respect to the NRHP criteria in 36 CFR 60. The survey was completed in accordance with Florida Chapter 1-46 Florida Administrative Code Guidelines, Florida
Statutes Chapter 267 and the National Historic Preservation Act of 1966 (PL 89-665), as amended.
Stantec excavated shovel tests at 20-m intervals throughout the project area. Of the 450 shovel tests plotted, 339 were able to be excavated. Due to pavement, thick subsurface rubber matting, utilities, structures, or other park infrastructure, 111 shovel tests were not able to be excavated; 116 tests were positive for cultural material.
Two previously recorded archaeological sites intersected the project area. Site 8PA00010 is a prehistoric mound and archaeological site that SHPO determined eligible for the NRHP. Site 8P100043 is a prehistoric mound plotted to general vicinity that is unevaluated.
As a result of the cultural resource assessment survey, Stantec updated the boundaries of 8PA00010 and concurs with the existing NRHP determination. 8PI00043 was not relocated, and Stantec lacks sufficient information to change the NRHP evaluation. No additional archaeological sites or occurrences were identified.
Stantec identified and recorded three historic resources within the historical APE (8PA03538, 8PA03539, and 8PA03540). Constructed between 1956 and 1970, two of the properties are commercial, while one remains residential in use. Individually, the resources lack architectural distinction and significant historical associations to warrant NRHP listing. Additionally, there is not a cohesive collection of historic resources to warrant listing as a historic district. Stantec recommends 8PA03538, 8PA03539, and 8PA03540 be considered not eligible for listing in the NRHP.
Stantec's CRAS concurs with previous survey work that the proposed park improvements would cause an adverse effect to 8PA00010. Stantec recommends avoidance. If avoidance is not possible, Stantec recommends minimization of impacts as well as mitigation (Phase III Data Recovery) prior to ground disturbance at 8PA00010.
