I'm sorry it has taken me so long to write to you all. It is with a heavy heart that I let you all know that the parole board granted Evans parole. However, we can still petition the Governor to overturn it. This has happened once before and we got it reversed. We just all need a bit more of your help if you can give it. If you could share the petition with as many as you can so we can get to a 1,000 signatures and perhaps write a letter to send in to convince them to not release him, we would be so very grateful.

Parole Opposition Letter Example:
Dear Governor Newsom,
I ask that you please reverse parole eligibility for Ex-Deputy Sheriff Samuel Leon Evans. The brutality of the murders that Evans has committed has scarred not only the Swafford family, but the community of Big Bear Lake, California as well. On March 21st, 1986 Samuel Leon Evans, brutally murdered his nearly 9 month pregnant wife Jill Swafford and their twin babies, Caren and Christopher Swafford. He was a deputy sheriff for the city of Big Bear Lake, California and at the time had already been guilty of prisoner abuse, animal cruelty and other miscellaneous violence, all of this by his own admission.
Evans had also been having an affair, which was unfortunately common knowledge to everyone including Jill. Around 3:00 am on March 21st, 1986 Jill had been following Sam near the end of his shift. Both of them pulled over at a turnout where an argument concerning the affair broke out.
By his own admission, Evans pulled his gun, but then realized that it wouldn’t look like an accident if he shot her. He bludgeoned her head instead with the barrel of his gun and she fell to the ground after the first blow and begged for her life. He then continued to beat the back of her head in, striking her 12 times with the weapon, a piece of her skull chipping away in the process. Thinking he had killed her, he tried to cover his actions by trying to make it look like a terrible car accident. Jill was still alive when he put her into her car and pushed it off a snowy embankment near Big Bear’s Dam. After her car crashed to a halt, but not the way it would have if she had gone over the edge accidentally, he climbed down the hill.
Finding her still breathing inside the vehicle, he bludgeoned her again and again at the bottom of the embankment and then cut up her face. After this, he placed a hydraulic car jack on top of her head. He left her wedged tightly on the floorboard, face down with her abdomen pressed down on the transmission lever and her head slightly out the right front door. This entire incident took 19 minutes before Evans called it into the police from the radio in his squad car.
Too many details didn’t add up for this to have been an accident and it soon became apparent that Evans had murdered his wife and children. Caren and Christopher were both viable babies, when Evans committed his atrocities on Jill. The twins did not receive enough oxygen to be saved and were stillborn due to the actions of Evans. Jill held on for a short while during the incident before she succumbed to her massive injuries. The coroner on her case said it would have been more humane to have shot her since her brain was mush.
As a deputy sheriff, Evans was supposed to be a model citizen; his job was to protect and serve. Instead of upholding his duty, Evans showed that from a mixture of being embarrassed and his authority being questioned, that he would pour all his wrath out on whomever angered him. He committed an abhorrent act of violence on not only the one who trusted and loved him the most (his wife), but on his unborn son and daughter, and this shows what he is capable of. We do not believe that he has been rehabilitated, and that he is still a danger to society.
During the last nearly 40 years, Evans has not shown a single ounce of true remorse. He has instead tweaked his story each time he has come up for parole, only checking off the boxes he needed to in order to get out. He has been caught lying before, though he is intelligent and we feel he is still an extreme danger and unreasonable threat to the community.
The family of Jill, Caren and Christopher Swafford each year have started a petition with no less than a 1,000 signatures each time opposing his parole. I ask as part of this community that you please not release someone so dangerous into our society, due to the fear that he may commit horrible violence once again on someone innocent. No one should have to lose their loved ones to such violence, especially to someone who was supposed to protect and serve us.
