Neuter Not Shoot

Neuter Not Shoot
The Issue
Pakistan has an overpopulation problem. But their method of dealing with the overpopulation is not only cruel it is ineffective. Every year hundreds of dogs are either shot or poisoned in a misguided attempt to control the population.
Poison doesn't discriminate, it kills everything and anything. Using poison leads to high collateral damage. Wildlife and children all have the chance of ingesting the poison. Culling the population with firearms is another terrible idea. It's inhumane and often death is slow and painful. To make matters worst the streets are littered with the corpses of dead dogs, which poses serious sanitary issues.
The government claim dogs are attacking people but you abuse a dog long enough and it's bound to bite back. The locals regard the dogs as unclean and they throw stones at them, kick and beat them on site. When a dog fights back or defends itself, the local government uses it as an excuse to revamp up the culling.
Culling is an inhumane and ineffective method to control the stray population. Trap-Neuter-Return (TNR) is a better option. It is more humane and more effective. Studies done by the World Health Organisation (WHO) show that culling has little to no effect on the stray population. It's high time Pakistan adopts a more modern approach to animal control. Don't shoot the dogs, neuter them instead.
