To give some history, the Department of Children and Family Services (DCF) in Kansas took over the licensing, investigations and other aspects from Kansas Department of Health and Environment.  In doing so, DCF has been implementing changes as they go.  Currrently, DCF just implemented a document that states that they need foster parents to provide bank statements, credit card statements, auto loan statements, utility statements, and many other documents in order to renew our current licenses.  If we do not comply, they are stating that they will not allow us to renew licenses and that we may jeopardize the placement of these current children in our homes.  Also, they are stating that this is so they can see that we are able to provide care for children who are in state custody. However, many of us have gone through years and years of relicensing without issues and have always provided exceptional care for children. They are stating that they need to check to ensure that foster parents are solvent before taking children in their homes.  We were told to contact Denise Gray Stevens, Director with DCF and she stated "that this would have to be conducted at the annual renewal".  Department of Children and Family Services in Kansas,  is now implementing a financial form which you may see attached below as I could not do as an attachment.   Many foster homes have been providing care for children and not had to provide receipts. This is infringing upon our privacy as citizens.  We provide care above the monetary amount in which we are currently reimbursed. Currently, we have to buy diapers, personal care items, school fees, food, extracurricular activity needs, water, electricity, trash, cable, etc out of this daily rate. We also plea that the foster parents are entitled to rights and privacy. We ask that receipts are not required when we already provide pay stubs at the time of renewal.   If we save our money and are able to remodel our home, buy a new vehicle, or make a major purchase this does not pertain to offering a child a great home with exceptional care. We already go through strict requirements yearly to provide this care to children in need of care. Also, we plea that the lengthy investigations be investigated as they are taking a minimum of six months or longer to close. Holding up foster homes from providing care. This impacts children in care and it will make foster parents quit or not even want to provide care if this is implemented. Then the state will need to create shelters or group homes to care for kids which will not be least restrictive environment per federal guidelines. The bullying has got to stop and attention put towards protecting the children.  Thank you.
