Kansas’ population growth has been slower than the nation as a whole in recent decades. Urban areas are growing faster than rural in population. As a result, the state has lost electoral influence: From a peak of 10 electoral votes in the early part of the 20th century to six today. In addition the four Congressional districts do not mirror each other in views and values. Since 1993-2013, Manhattan, Ks was included in the 2nd district. District 1 (Western, Ks) has slowly encroached Manhattan and has spread east. It's time to make the Kansas vote reflect the voice of the people. 

We the people of Kansas solicit the Kansas Legislature to appropriate its Electoral College votes according to Congressional Districts, making each district its own separate battleground in US presidential elections. With Kansas having 6 votes and 4 districts, the state will allocate 2 votes to the statewide winner and one electoral vote to the popular vote in their specific locality.

This re-allocation will more accurately reflect the will and wishes of the people of Kansas for US Presidential elections in their respective districts and also preserve their will in the case of future district realignments.
