Changes in Immigration rules for PGWP or Essential workers IELTS / CELPIP

The Issue

On April 14, 2021, the honourable Immigration minister of Canada announced new pathways to permanent residence for over 90,000 essential workers and international graduates who are contributing to Canada’s economy.

As a result, English test websites CELPIP and IELTS crashed. Currently, Canada has almost 1.5 million temporary foreign workers which include International graduates and temporary workers. Some changes should be required in regards to permanent residency for those who are already living in Canada for more than 3 years.

Points to be concerned - 

1. Remove recommended CELPIP or IELTS from recent graduates (PGWP holders) as they already passed from designated institutions.

2. To get a study permit in Canada most International graduates (PGWP holders) need to obtain Academic IELTS scores and Academic is more difficult as compared to General IELTS.

3.  Most of them able to write, speak, read and listen to English for instance, without these abilities they are not able to graduate.

The race for Canada’s special, one-time permanent-residence program is flooding English-language test providers

4. To get permanent residence, the score should be evaluated on recent and current STUDY and time they spend here without leaving CANADA rather than English proficiency.

5. Today April 20, 2021 none of the CELPIP and IELTS providing test dates. In addition to this, COVID 19 situation could spread when 100-thousands will approach for tests. More cases mean more stress on the health system.

6. English tests should be required for newly landed such as new work permit (not PGWP), study permit and Spousal sponsorship holders. As they need to prove their ability to writing, speaking, reading and listening. Instead of those who already in Canada for more than 3 years.

7. GOVERNMENT should fulfill the requirements of immigrants from those who are currently living in Canada on temporary basis rather than, calling new immigrants from other countries. 

8. So many essential works should add in the NOC system or give equal opportunity to all other works. There should be no discrimination with respect to job levels. Such as, so many security guards, production workers, door-to-door distribution workers and so on are working nowadays at the front line to grow the economy and to protect the community.

In a nutshell, changes are the requirement of society and this is the time to change some old fashioned rules.
