Explain why Canada has imposed travel bans only on African countries

The World Health Organization has announced that the Omicron variant of Covid-19 has now been reported in 57 countries and 5 continents. Can the Federal Government of Canada explain why only African countries have made it to their list of travel bans, some even before they reported any case of Omicron? The European Union and European Economic Area (EU/EEA) reported a total of 337 confirmed cases on December 8. The United Kingdom reported 437 cases, Australia 31 cases and South Korea 38 cases at that date. Apart from South Africa, the African countries on the ban list reported a grand total of 48 cases between them all. Please explain how this policy makes sense.
